With FCC Chair Kevin Martin’s open-access provision for the 700-MHz auction expected to be approved, observers are saying that consumers might not see any benefit from the open-access provision for years to come, especially if there is no regulatory oversight. And even then, observers say, enforcing open access might be difficult or impossible.
